Hi Linda - I visit Cape May frequently, and although I never have officially taken the stones for analysis, I have picked up quite a few quartz rocks that look as though they are rutilated with black. I know many of the rocks are not pure, as the larger clear quartz is getting hard to find without inclusions, but this definitely looks to me as they can be rutilated. Hope this helps!
