Don,

Actually, the outside of the buff runs at the same RPM's as the center, it just travels farther.
To truely adjust the speed of the buff, you need to change the pulley size in comparison to the power shaft. To increase the buff speed, change the pulley on the power shaft to a larger pulley than the buff has. To decrease the buff speed, change the pulley to a smaller pulley than the buff has.
Lots of math here and that is where I depend upon my hubby!
