Black agate seam in limestone strata-Saratoga WY

I went rock hunting this weekend in Wyoming. Used Graham's Rockhounding Wyoming (Falcon Pub) as a guide. On the site FOOTE ACCESS AGATE pg 51, the old quarry site is fenced in with no tresspassing by the 5N ranch. I stopped at ranch, no one home.

I then went along roadside. At the top of hill where road cuts into ridge, there is abundant fragments and 6" sized chunks of a limestone like base rock with horizontal seam of black to very dark smoky agate.

What the heck is this, and since seam is only 1/2 inch max, do you have to slice it along seam or perpendicular to it for small cabs?

I'm also looking for agate sites closer to Cheyenne WY, for a shorter drive home.
